Changes in consumer price index calculations

In line with international methodological standards and following legal requirements, the Hungarian Central Statistical Office (HCSO) will introduce changes in consumer price index calculations in data supplies from January 2025.

In the domestic nomenclature of consumer price statistics, HCSO integrates the observation of the some 1,000 representative items (commodities and services) as aggregated into 139 commodity groups in consumer price index calculations in 2025. In the annual review of the representative items, 17 new representative items were included in the consumer basket and 11 formerly observed products became discontinued.

From 2025 onwards, HCSO will publish domestic consumer price indices according to the new COICOP nomenclature (COICOP’2018) as well, on the basis of a Eurostat recommendation. Having user needs in sight, HCSO will continue in 2025 to publish consumer price indices in accordance with the former COICOP structure, in the collection of summary tables (Stadat).

Besides, the methodology of the calculation of household energy within the harmonised index of consumer prices (HICP) will be modified from the beginning of 2025, taking into consideration Eurostat’s new methodological recommendation on the calculation of the household energy price index, published in June 2024. In the calculation of harmonised consumer price indices for natural and manufactured gas and electricity, the different tariff rates will be fixed within a calendar year from January 2025. Along with the persistence of the current legislation on the consumer price of household energy, the average consumer prices of natural and manufactured gas and electricity will be modified annually. The change will not affect the methodology of domestic consumer price index (CPI) calculations.
