Access to Public Use Files

Access to Public Use Files as a data access channel

Access to Public Use Files is provided to publicly available microdata sets with strong statistical disclosure control protection that support the preparatory work of research carried out in safe environment of the HCSO or to support teaching and research activities.


Who can use Public Use Files?

Public Use Files are publicly accessible via the HCSO website. Access to the published Public Use Files is provided under the conditions of terms of use, also published on the HCSO website.


Types of Public Use Files

Three main types of Public Use Files are distinguished. The three types basically serve three different purposes according to the following considerations:


  • Test files

Test files are Public Use Files with the same structure as the microdata sets available internally in the HCSO. The main purpose of the test files is to support the preparatory work of researchers in the safe environment of the HCSO (especially to support the creation of syntax files). For further information please visit the Safe Centre access and remote execution sections.

The test files might contain synthetic data or real statistical data protected by strong statistical disclosure control. Variables listed in the test files have values corresponding to the set of values included in the raw microdata sets. In line with its main goal, test files do not reflect the relationships between the variables thus test files are not representative to any of the variables included.

As a result, test files are not suitable for analysis, research and to draw conclusions as they support the preparation of syntax files only.


  • Teaching files

Teaching files are Public Use Files with strong statistical disclosure control applied to them that contain some selected variables or variables created based on information stored in the raw microdata sets available in the internal safe environment of the HCSO.

Teaching files are suitable to analyse relationships between variables for teaching purposes but typically not suitable for detailed analysis and research.


  • Research files

Research files are Public Use Files with strong statistical disclosure control applied to them that contain some selected variables or variables created based on information stored in the raw microdata sets available in the internal safe environment of the HCSO.

Research files are suitable to conduct research based on the relationships between the variables included in the files.


Process of granting access to Public Use Files


  • Initiating access to Public Use Files

Access to Public Use Files are not provided under the same standard procedure as for other data access channels (i.e. submission of data request forms) but, as a response to user needs, these files are made available as results of internal processes of the HCSO. Consequently there are no specific provisions on how to initiate access to Public Use Files; the datasets can be downloaded directly from the appropriate sections of the HCSO website.


  • Terms of use

Downloading Public Use Files from the HCSO website is always provided under the conditions of terms of use, also published on the HCSO website.

Available Public Use Files


Currently the following Public Use Files are available for download from the website of the HCSO:


  • Test files

Test files created based on the microdata sets of the Population and Housing Census 2011 are available with the descripton of the included variables at the Population and Housing Census 2011 page of the HCSO website (information currently available only in Hungarian).


  • Teaching files

Not available.


  • Research files

Not available.
