Volume change in construction output in the member states of the European Union, October 2025

The volume of construction output in the European Union was 0.8% higher than one month earlier and 1.3% above the October 2024 value in October 2025. Compared to the latter, based on available working day adjusted data, production volume grew in the majority of the member states, but lessened in one of the decisive member states from construction output point of view, France. Every Visegrad country registered increases, between 4.0% – 9.7%, Hungary reaching the highest level. Monthly growth above 20% has been observed in Slovenia in the July-October period.

Construction performance lagged behind the one month earlier level by 1.9% in Hungary in October 2025, based on seasonally and working day adjusted data. Production volume was overall 2.5% higher in the first ten months of the year than in the same period of the previous one.

Production increased in both main construction groups in October, year-on-year: by 14.7% in the construction of buildings, by 3.7% in civil engineering. (For instance, elements of transport infrastructure and complex industrial facilities belong to the latter.) Growth was registered in all three divisions of construction: by 12.0% in the largest weight representing specialised construction, 46.1% in the construction of buildings, 20.2% in civil engineering. The volume of new contracts concluded surpassed the October 2024 data by 49.1%. The volume of the end of October stock of contracts at construction enterprises was 49.9% higher year-on-year, within it contracts for the construction of buildings lessened by 10.6%, those for civil engineering grew by 85.7%.

Based on the Euroconstruct estimate construction performance may increase annually in Hungary by 1.7% in 2025, while in the case of Germany, Italy and Austria analysts predict a decline. According to Eurostat data the seasonally adjusted value of the construction confidence indicator, representing expectations regarding the future, measured among the participants within the division showed a deteriorating trend in Hungary up until June 2025, between July and November, however, it took a favourable turn each month.
