Volume change in construction output in the member states of the European Union, January 2025

Construction output volume lessened by 0.2% in the European Union in January 2025, month-on-month, and was 0.2% higher compared to January 2024. As for the latter, based on available working day adjusted data1, output volume grew in the majority of the member states, in the two most decisive states, France and Germany, however, a setback occurred in regard to construction output. Among the Visegrad countries only Hungary registered a decline (9.6%), growth between 6.5% - 8.5% took place in Czechia, Slovakia and Poland.
According to raw data, construction performance lagged behind the January of the previous year’ value by 9.6%2 in January 2025, and surpassed the previous month’s one by 1.6%, based on seasonally and working day adjusted data.
Production declined in both main construction groups, year-on-year, by 8.9% in the construction of buildings and by 10.8% in civil engineering works. (Transport infrastructure elements and complex industrial establishments are part, for example, of the latter). The scale of decrease was 15.9% in the largest weight representing – among the divisions of construction – specialised construction, 0.8% in the construction of buildings, 8.4% in civil engineering. The volume of new contracts concluded fell by 15.8%. The end-of-January stock of contracts volume at construction enterprises was 0.2% lower year-on-year, within it the volume for the construction of buildings was 14.7% lower, that for civil engineering was 14.2% higher.
Based on the Euroconstruct estimate construction performance may increase annually in Hungary by 2.8% in 2025, by 4.3% in 2026. Besides, a larger growth is expected in the Visegrad countries than in the most of the older member states of the European Union, in France, Germany and Italy, however, a decline is expected in 2025, too.
